Ellen Mwila C. Mubanga is a dynamic, results-oriented public health and social development leader with over 25 years of progressive experience across the NGO sector (local and international) and the public sector in Zambia. She is widely recognised as a trustworthy, articulate, confident, and persuasive professional, with a strong ability to build and lead high-performing teams and to excel as an independent contributor. Her career has been deeply rooted in strengthening systems, shaping policy, and delivering impactful programmes in Sexual and Reproductive Health and Rights (SRHR), HIV and AIDS, gender, and broader social development.
Ellen brings extensive expertise in programme and project design, policy formulation, strategic planning, and multi-sectoral coordination. She has successfully led the development and implementation of national guidelines, frameworks, and large-scale initiatives, including HIV prevention, PrEP, HIV self-testing, adolescent and young people programming, and public–private sector partnerships. Known for her ability to start initiatives from scratch, she combines technical depth with strategic vision, innovation, and disciplined execution, even under tight deadlines and minimal supervision.
Currently, Ellen serves as the Country Director for the Zambia Anglican Council Outreach Programme (ZACOP), where she leads strategic positioning, resource mobilisation, partnership development, and the implementation of a five-year strategic plan focused on early childhood development, gender and socio-economic justice, climate justice, and institutional sustainability. Previously, she held senior leadership roles at the National AIDS/STI/TB Council, including Public Private Sector Coordinator and Acting Director of Programmes, and has been a long-standing national reviewer for PEPFAR and Global Fund grants.
Grounded in strong values of spirituality, integrity, resilience, purpose, consistency, and lifelong learning, Ellen is also a certified NLP Practitioner, Life Coach, leadership facilitator, and public speaker. Her personal commitment is to raise leaders who transform their spaces and bring light, joy, and peace to lives.
